Hirayama Kakuzaemon was appointed magistrate of Onomichi in 1740 and reinforced the Sumiyoshihama area the following year, laying the foundation for a prosperous future. Sumiyoshi Shrine was relocated from Jodoji Temple to Sumiyoshihama at this time to protect the port from misfortune. The Onomichi Sumiyoshi Fireworks Festival is held each year on a Saturday near June 28 on the lunar calendar to celebrate the services of Kakuzaemon. He is named an honorary citizen of Onomichi.
